Robert E. Witter
Robert E. Witter, P.E., is President of SGS Witter, Inc.,
Consulting Electrical Engineers, Albuquerque, New Mexico Mr.
Witter received a Bachelor of Science degree in Electrical
Engineering in 1971 and a Master of Science degree in Electrical
Engineering in 1972 from New Mexico State University. Upon
graduation from New Mexico State University, Mr. Witter was
employed by Plains Electric Generation & Transmission Cooperative,
Inc. In Albuquerque, New Mexico as an Engineering Assistant and,
subsequently, as Operations and Construction Engineer. In that
capacity, he was in charge of the overall operations, maintenance,
and some engineering for the Plains transmission system. In
November 1973, Mr. Witter was appointed Manager of Engineering
Services at Continental Divide Electric Cooperative in Grants, New
Mexico. In that capacity, Mr. Witter directed the engineering and
operations of the Cooperative's entire distribution system,
engineering department, metering department, and was in charge of
power contract negotiation, system planning, and system design. In
June 1975, Mr. Witter was employed by A.D. Loftin & Associates,
Inc. in Albuquerque, New Mexico. In this capacity, he served as a
consulting engineer for rural electric cooperatives in Colorado,
New Mexico, Arizona, and California. In 1975, Mr. Witter began his
practice as a forensic electrical engineer, working with various
insurance companies and law firms as a consultant and expert
witness in electrically-related accidents. In 1979, Mr. Witter
left the Loftin firm to form his own firm and in January 1983,
Robert Witter & Associates, Inc. purchased the operating assets of
his former employer, A,D. Loftin & Associates, Inc. In January
1995, Robert Witter & Associates, Inc. merged with the engineering
firm of SGS Associates, Inc. of Lubbock, Texas, thereby creating
SGS Witter, Inc. Currently, the firm is providing consulting
engineering services for rural electric cooperative and utility
authorities in the southwest area. Additionally, Mr. Witter serves
as a consultant and expert witness in electrically-related legal
cases nationally. Mr. Witter has served as a consultant and expert
witness in numerous cases involving both investor-owned utilities,
rural electric cooperatives and electrical products. Mr. Witter is
a registered professional engineer in the states of New Mexico,
Texas, Colorado, Arizona, and California. He is a member of the
Nation Society of Professional Engineers, a senior member of the
Institute of Electrical and Electronic Engineers, a charter member,
fellow, and Past-President of the National Academy of Forensic
Sciences, former Albuquerque Chapter - NMSPE President, former New
Mexico Governor to the Board of Governors of the NSPE/Professional
Engineers in Private Practice, 1995-96 President of NMSPE and a
former State Director of NMSPE. He was named as the "1987 Engineer
of the Year" by the New Mexico Society of Professional Engineers,
and was named in 1988 as one of the 100 outstanding Alumni of the
college of Engineering at New Mexico State University. Mr. Witter
is a certified arbitrator and a member of the Commercial Panel of
Arbitrators of the American Arbitration Association. He is also a
Certified Advanced Firefighter and a Station Lieutenant in the La
Cueva, New Mexico Volunteer Fire Department.
